If the plugin description is translateable, the translation may not be shown because translations for deactivated third-party plugins are not loaded.

Also required by #1116 - PowerUp UI

FYI, this is the initial reason that plugin descriptions were not translated; but I agree it could be worked around by loading these translations specifically.

(In [1965]) fixes #1206 - CorePluginsAdmin should load translations for third-party plugins
