installation fails without good error message if tmp/ is not writeable #5589

On the very first installation screen, piwik fails correctly if config/ is not writeable. However, if tmp/ does not exist and cannot be created with the current rights, the same error message is shown, but without mentioning the path. This makes it impossible to fix the issue without looking at the source.
