Piwik.org (the site) - data collection, and privacy policy

This was raised in #1158.

This was similarly raised in WordPress. See:

Proposal:

• publish a data collection and privacy policy
• opt-in/opt-out mechanism (ie opting out could mean opting out of tech support, eg disable feedback, version check, auto-update, mailing lists)

I vote for copy pasting the WP.org privacy policy, but without 'Protection of Certain Personally-Identifying Information' because we don't do that right now. Then closing ticket

Another thing we should do is provide some API or hooks to generate the P3P compact policy dynamically because plugins (or a site's specific usage) may materially differ from the stated policy. (The simple fix is to make this a config setting in the [Tracker] section.)

I'm envisioning this will be two parts:

• Piwik (the app) - privacy features, data collection, and privacy policy
• Piwik.org (the site) - data collection, and privacy policy

Privacy Policy & Data Collection sound similar, maybe data collection a section of Privacy policy?
