[3470] added in "trunk/plugins/PDFReports/API.php" on line 324 "Piwik::isUserIsSuperUser()".

Therefore, mails are again sent to the superuser and not to the creator.

I wanted to reopen the old ticket #1685, but on submitting I only get "No permission to change ticket fields."
