We should have a language select box in the top menu bar in the Piwik UI.
- language preference would be saved for each user
- for anonymous, defaults to the default language
- when changing the language, we set a cookie containing the last selected language. This would overwrite the default language for this user.

For the anonymous, we could also show the language of his/her browser, apart from the cookie.
