Current &format=html returns a "raw html" view of the data. Instead, the API could return a "pretty view" of the report in HTML, including icons, links to websites/pages.

The &format=html would reuse the template from the HTML reports. The API would call the metadata API and output the HTML.

Use case: a website having an iframe loading the HTML API call, showing the top Browsers this year. This would improve the ease for users to share piwik reports. This would be like "Lightweight" Piwik embed (no JS dependency).

This could also be reused by RSS feeds in #151
