Priority should be mega-low....

To reproduce:

  1. Assign user rights to all sites
  2. This will change the SiteID to 'all' in the URL
  3. Select DBStats or e-mail reports (and probably others)

(In [7631]) Fixes #3426, make sure idSite in Piwik menu is always numeric.
