when loading the dashboard, often when the computer is slow, the SELECT of the Languages and Websites will display first as normal SELECT, then the jquery decoration happens and it switches to clean display. Instead, we could hide the SELECTors and display then once the decoration is applied.

(In [7634]) fixes #3614 hide language selector form elements by default.
