define website to load by default when loading the UI (on a per user basis) #401

In the UI for user management, each user could select the website that piwik should load by default for this user.

Also when integrating #389 user should be able to define this module as a default module to load.

From ticket #441, if user doesn’t have view permission, Piwik could iterate through sites until it finds one that the user does have view permissions for. Otherwise, Piwik would display an error.
