Plugin developers can easily define settings for their plugins (see Developer guide settings)

There was a report by pebosi in the forums that the setting value cannot be loaded within Tracker. Instead, we should make it easy to use settings within tracker.

In f30cf20: Fixes #4924: in Tracker mode, do not check for permission when getting/setting plugin settings.
