Installation should be translated - and language selector be displayed

Description

Currently the installation process is not internationalized; it has been pointed out by a few users that would like to be able to install Piwik in their own language. The change should be easy:

  • add all strings / messages, etc. in the english language file
  • add the language selector in the UI during installation (top right of the screen?)
